Time Warner was responding directly to dispirited customers on Twitter, saying, "There is an area issue affecting all TWC services in your area at this time."
The Time Warner statement did not say that internet service was affected, but Twitter users in the NYC area were reporting that their internet was out.
Mangan told Patch that the vast majority of TWC customers were not experiencing internet problems.
It appeared, from their Twitter conversations with angry customers, that even their own phone systems for customer service were down as well.
"There is a widespread issue in NYC, techs are working to resolve but we have not been provided an estimated time of repair, " the company tweeted to another user.
The problem occurred when cables from fiber-optics provider Level 3 were cut, leaving Time Warner and other major providers with various outages across the Northeast.
A Level 3 spokeswoman said the cables were cut by a third-party construction company.
"Our technicians are on site and working to restore service, " Level 3 spokeswoman Ashley Pritchard said in a statement to Patch. "Ensuring the reliability of our network and communications services is our primary concern. We are dedicated to minimizing impact to our customers. We will continue to provide updates on our progress as we work to resolve this issue.”
